The town council finds that a definite system of road naming procedures is needed
in the interest of the public health, safety and welfare of the town; and that such
procedures are necessary to enable emergency vehicles to respond quickly to calls,
to expedite postal and other delivery services, to eliminate confusion and error,
and to locate business places and residences for customers and visitors without difficulty
