No licensee or other person in charge or control of any cardroom shall, nor shall
any employee or agent of the licensee or person, communicate in any way, whether verbally
or nonverbally, to any other person, whether playing a card game or not, any information
concerning the cards held, or the card game being played, by any person in the cardroom.
